They way that sentence is written makes it very difficult to understand. I think it means some bad behavoirs are connected to certain races, sounds like profiling. Like when a cop in NJ pulls over a car because the person driving it is a young black male

Members of the committee will be those designated by the chairman. Ways and Means is a plum so political power not intellect is controlling.

No doubt, the most amazing fight scene of all time comes from a movie called "Undefeatable". Watch it. You'll be amazed. Its often also called "the worst fight scene of all time." I couldn't stop watching it, and yes, the whole movie is exactly like the fight scene.
